Trace the evolution of the response of the United Sates to the Holocaust starting with the Evian Conference of 1938 through the end of 1945 - Essay Example Consequently, this war created a refugee problem in the west and raised a lot of concerns in the world. The only achievements of the conference were the documentation of series of superficial and oral statements which implied that there was a refugee problem that required a solution and the creation of the intergovernmental committee on refugees (ICR) which was to continue working on the refugee crisis(Grobman, p299). What is policy implementation? 1.1Definition: As a general concept policy implementation can be defined as the third stage of policy cycle its means the stage of the policy process immediately after the passage of a law, or the action that will be taken to put the law into effect or that the problem will be solved. Typically, the administrative agencies are the primary actors in public policy implementation. And this is because of the difficulty or the complication of the implementation of policy. 2.1 The bureaucracy: after a law is formulated by the legislature than singed by the executive (president or other chief executives) the next step is for the various administrative agencies to begin the process of implementation, these agencies should carry out the policies under jurisdiction, and those who participate in the legislative process are usually unable or unwilling to develop precise guidelines also because of the complexity, lack of time, interest, or the information of the issue that is under consideration. 2.2 the legislature: typically politics concern with the formulation of policy, which should be handled with the political branches of government, but this traditional view have been changed today because the legislative bodies has become concern with the implementation by drafting a very specific laws which concern with the details and attempt to remove a lot of bureaucratic discretion, and this practice has become a necessity because a lot of failing of policy implementation coming from the problems were not addressed in the original drafting. Policy implementation approaches: There are two main approaches could help to understand better how policy implementation precedes the top-down approaches and the bottom-up approaches 4.1 The top down approaches: where the state policy implementation is influenced by federal level factors such as the clearness of law or regulations that federal government sends to the state Or the amount of resources that the federal government provides to the state which is crucial to the successful implementation of policies, and thats depend to the resources of the state or the local government some states are more independent on federal governmental aid than others. All this variables are very important to determine the success or the failure of any state implementation efforts. Top-down followers argue that policy designers are the main actors and focus their attention and concentration on the factors which might be manipulated at the national level. However there are so many attempts to develop top-down models of policy implementation one of them is Sabatier and mazmanian model. The top -down approach start by assuming that the decision -making is more taken by central government and it ask the next questions: To what extent the action of implementing officials and target groups consistent with that policy decision? What are the principal factors affecting the policy outputs and impacts, relevant to the official policy and politically significant? How was the policy formulated over time on the basis of experience? To what extent were the objectives attained over time or to what extent were the objectives consistent with the impacts? Film Adaptation of Sophocles’ Oedipus Rex Essay -- blind by ignorance,

â€Å"You are your own enemy† (Guthrie, Oedipus Rex, 22:43). In the film adaptation of Sophocles’ â€Å"Oedipus Rex† (1957), Sir Tyrone Guthrie portrays the characters as truth seekers that are ignorant when trying to find King Laius’ murderer. On the other hand, Sigmund Freud’s hypothesis of Sophocles’ work introduces us to â€Å"The Oedipus Complex† (1899) which states that as we’re young we grow infatuated with our opposite sex parent and feel resentment towards our same-sex parent. These two pieces have adapted mirror like meanings of Sophocles’ tragic play. Sir Tyrone Guthrie and Sigmund Freud explore this through the use of ethos, irony, social distance, and the visualization of state of mind in order to show the manifestation Oedipus undergoes living with his â€Å"mix of killing and unimagined shame† (Guthrie, Oedipus Rex, 21:19). Though the answer is in front of Oedipus, he wears a mask that protects him from the answers he does not want to believe is true. To begin with, Oedipus is his own tragedy since his actions and decisions are the reasons why he was not able to thoroughly see his mistakes. Sir Tyrone Guthrie places Oedipus in the middle of the town to begin the interrogation of finding the murderer of King Laius so the city can be unwind of its plague. Sir Tyrone Guthrie does this on purpose so the audience and the servants around him can see the foolish mistakes their great King achieves. Tiresias, the blind prophet who can see the past, present, and future, speaks to Oedipus, since Tiresias has the ability to only see the truth. Even though the audience can see that Oedipus is not taking any consideration of the prophet’s words when Tiresias directly yells to him that Oedipus is the â€Å"murderer [he] [seeks],† the ignorant side of Oe... ...now where he was â€Å"†¦in calamity,† seeking the truth to stop the plague was in his good intentions but his unconscious mask would not let him see the answers (Sophocles, Oedipus the King, 425). It is the reason why â€Å"most young people outgrow the compulsion† for their parent â€Å"and thereafter repress it† which is why Oedipus was unknowingly his own disaster (Jacobus 476). Artificial Reproductive Technologies Introduction Today about 15% of all couples in the United States have fertility problems. 40% of the problems attributed with the man and 50% with the woman and the other 10% is unexplained or due to both partners. Couples today are waiting longer to start families than their parents, this has an effect on fertility of the couple. A woman has a harder time trying to after the age of 30. So, when a couple decides that they want to start a family and can not, what options do they have? Due to the advancements in technology over the past 20 years, these couples now have options with Assisted Reproductive Technologies (ART). Although these options are available, the question still remains; Are they ethical? What Causes Infertility? When a couple is infertile, the problem can exist with the man, woman or with both. In natural reproduction it has been estimated that even when sperm does reach the egg, only 84/100 are fertilized, 69/100 implant, 42/100 survive the first week of pregnancy and 31/100 survive to birth. So even in fertile couples, the odds are not totally on their side. Infertility can be caused by sources other than purely medical reasons like the standard of living, stress, and pollutants in the environment. Starting a family later in life also increases the chance of a couple being infertile. There are two main causes of female infertility: tubal disease and endometriosis. Tubal disease is a disorder in which the fallopian tubes are blocked or damaged. Fallopian tubes are thin tubes leading from each of a woman's two ovaries to her uterus, through which eggs travel and in which they are fertilized. Scar tissue, infections or tubal litigation usually causes this ... ...y for infertile couples. I believe that embryos have a right to life. I think that society is fortunate to have people that want to be surrogate mothers. I am sad for the orphans because they seem to get the short end of the stick in this deal. Beowulf is an Epic Hero Essay -- The Epic of Beowulf

A true hero does not fear death or, but instead risks all that he is for what he believes to be right, moral, and just. Beowulf is an epic and tells the story of a legendary hero, conquering all obstacles as if he was immortal. Up until the end of Beowulf’s life he was constantly looking to be the hero. However, his humanity is exposed by his death. Heroes all share the characteristic of their willingness to die in their effort to accomplish their heroic act, thus making the act in itself heroic. Throughout the epic, Beowulf in many ways exhibited all the qualities and characteristics needed to be a true hero. Beowulf was passed on from person to person. Beowulf possesses the superhuman abilities, and the amazing power to hold his breath under water for an unlimited period of time. It is easy to feel that these characteristics separate from the realistic nature of the story, and gives the impression that Beowulf is more like a myth than a man. In the epic Beowulf, he's portrayed as almost inhumane, but clearly fulfilled his role as a true hero. Beowulf has a strong belief in fate. If he dies in battle he believes it’s because it is his destiny to do so. "Fate will unwind as it must!" He realizes the dangers but fears nothing for his own life. This is what makes Beowulf a true hero. The Significance of Sibling and Peer interaction on Children

Within the field of child psychology much emphasis has been placed on the relationship and interactions of mother and child (Harris, 1998; Pinker, 2002). This essay intends to highlight the significance of another kind of interaction, that of the child and his/her siblings and peers, with the view to show how this type of interaction can have an impact on subsequent development. In the process, the essay will evaluate the research carried out and the evidence gained within this area by way of critical analysis.As an added aid the essay will take examples from the died material: Media Kit Part 1, Video Band 2: Zero to Hero as supplied by Open university (2006). The type of interaction mainly focused upon here is play; as this is the catalysis by which young children, from toddler-hood onwards, engage with other children. Littleton and Mill (2005) recognize this type of interaction as ‘important sites for development' where new skills can be acquired and tested out in ways that c ould not with adults.To help better define this type of relationship between sibling and peers it is perhaps best to distinguish them from the other main type of relationship that children find homeless in. Schaffer, (1996) uses the term vertical relationship to describe a type of relationship that is characterized by an inequality of social power and knowledge level between adult and child. It is marked also by a complementarily of roles whereby the child may ask for help and a parent or caregiver may offer it.This is in contrast to the horizontal relationship that is marked more so for its reciprocity and equality of social power and knowledge. A good example being between two children of similar age. This peer relationship is similar in nature to hat of sibling relationships however as Schaffer (1996) notes, in this case the sibling relationship has the unique quality of being able to share both characteristics of, on the one hand reciprocity, whereby siblings can co-operate succ essfully in play situations and on the other, a marked age difference can see the older sibling as part time teacher and guide.This idea would have had its beginnings in the early social constructivism perspective. Bigotry (1986) purported the belief that interaction and collaboration with peers equal and more capable, promotes learning and creates what he called a Zone of Proximal Development, where children of different abilities learn from each other. One of the methods they do this is by what Schaffer (2003) describes as ‘scaffolding whereby support is offered for learning however the task is not simplified.The ability to play with others has also been described as a ‘skilled international accomplishment' because of the complex skills involved, such as sensitivity to the needs of others, negotiation and conflict management skills (Littleton and Mill, 2005). But to play with people on must have the ability to Join in with others. In the video Zero to Hero supplied by Open University (2006), Professor Robert Winston lists certain factors that affect a child's ability to Join in with others including premature birth, shyness and laughter.Smith et al. , (1999) sees laughter as an important social signal for children within play fighting both for the child to use and for the child to interpret others meaning of it. Open University (2006) suggests that most children at this age cannot play this game from the alternative position as they believe that the other person already knows which hand the coin is in.This idea could be seen to come from the Paginating concept of ‘egocentrics' whereby the child's dominance of their own perceptions leaves them unable to see things from another's perspective. Pigged elucidated this aspect through his Three Mountains Task (Pigged and Inhaler, 1972) Counter to this however, Open University (2006) go on to show the child named ‘Rubin' as not only able to play the game, but also able to predict What other children will do'. They imply the reason for this as a result of his home life dynamic.Here, Rubin lives with his two brothers and all have different fathers suggesting a lot of interaction with different types of people but mainly that play with his siblings is significant. Dunn (1988) even showed that children as young as eight months were able to share and recognize the mood of a sibling and by fourteen months had the ability to co-operate in another's goals. However, the idea that examples can be found that find children performing better then Pigged would have originally predicted is not something new.Donaldson Hiding the Policeman experiment is a case in point (Donaldson and Hughes, 1978), as are other e xamples (Miscarriage and Donaldson, 1974; Light et al. , 1979). The intent of this essay at this point however, is not to argue the individual merits of Paginating theory, for even Donaldson criticisms can be regarded as an enhancement of the theory rather than a dismissing out of hand. It can be suggested that her argument is based on children's reasoning being regarded as more sophisticated then first proposed, with the emphasis now to be placed within the social context for which a situation occurred, I. . That things make ‘human sense' to the child (Dates et al. , 2005). Instead the point here is to show that by using this influential developmental approach that the significance of peer and sibling interaction can be more clearly en. For it should also be noted that Pigged himself valued this cognitive development aspect of peer relationships, referring to it as socio-cognitive conflict where he argued that these interactions exposed the child to conflicting views from peo ple who were of equal status to themselves thus motivating a rethink of their own understandings.The power imbalance of adult's interactions lends to this (Dates et In light of what has been said so far it could be argued that peer and sibling relationships contribute to advancement in cognitive and social skills. However, as Cantor et al. (1999) warns that social competence should not be conceived as a static set of abilities and that other factors in the child's environment should also be considered to contribute too child's development.And so taking again our real life example ‘Rubin', one would expect that his advanced developmental and social skills would lead too socially more successful life. To the contrary Rubin was reported by almost half his class (and later by assessment) as displaying somewhat anti-social behaviors. One reason Open University (2006) gives for this is a lack of concentration, which, it is hoped, will be remedied with fish oil supplements. The secon d reason, it is suggested is partly due to instability within the home environment.Robin's mother is pregnant and this is causing tensions with her partner. The point to be drawn from this however, is that although play and interaction with siblings and peers is important for a child's development it should not be taken as a prescription for normal or ‘healthy patterns' of development (Schaffer, 1996) at least by western industrialized standards. Instead a more holistic approach should be adopted with regard to the multi-dimensional dynamic of a person's developmental thaw from birth to maturity.Perhaps a good model to consider would be Sombreros (1987) Transactional model of development. There are limitations however of psychologists accounts in this area. One such being the lack of research and evidence into the ever growing use of new technologies by young people when engaging in social activity. Maybe (2003) notes that the prevalence of mobile phone use has created an envi ronment that allows for young people to have twenty-four hour contact with each other without parental interference thus, providing a greater level of privacy and independence.However, it would also be noted that Dunn (2004) has valued this privacy aspect of friendship in early interactions as it aids young people in ciphering out the ‘intricate balance of power and status between people' as well as giving them experience in relationships different from that which they share with their parents. This could also be construed as the beginnings of independence. Another limitation is that the majority of the research noted here has been carried out in westernizes societies.

The True Diary of a Part-Time Indian

In Search of Goal Do you think looking forward and trying to change a bad situation into a good one for having a better life is a wrong decision? The Absolutely True Diary of a Part-time Indian is a novel written by Sherman Alexie. The novel is about Arnold Spirit; everyone calls him Junior. He is a teenage boy with a tough life who lives with his family in poverty on a Spokane Indian reservation in Wellpinit, Washington. He hates living in poverty and wants something better for himself. â€Å"I feel like I might grow up to be somebody important.An artist†(6) he claims. His living conditions are horrible; he studies in a school with a lack of resources. He considered the different aspects of moving to Reardan, he struggled about leaving the Rez. In the end Junior decided to leave the Rez and make a better life for himself. He must go somewhere else, somewhere that people have hope. In order to get a decent education he made the difficult decision to transfer to the privileged white school in the town of Reardan. Leaving the Rez for a better life had a negative impact on Junior’s relationship with Rowdy.Junior and Rowdy were friends for a long time. â€Å"He is my best human friend and he cares about me† (16), â€Å"Rowdy has protected me since we were born† (17). Rowdy was the most important person in Junior’s life. By leaving the Rez, Junior lost his friend. When Junior told Rowdy about leaving the Rez he got mad, he hauls off and punched Junior in the face and told him, â€Å"Don’t touch me, you retarded fag† (52). Rowdy was angry with Junior; he thought Junior betrayed him by making this decision.Junior was upset about what happened he felt guilty that their relationship was ruined. â€Å"I knew that my best friend had become my worst enemy†(53). In sum, Junior lost his best friend Rowdy because of the decision that he made for a better life. In addition to losing his old friend making new friends at Re ardan was hard and slow. When Junior arrived in Reardan he was scared. He didn't know what was going to happen with the other students. He was wondering what he was doing in a racist white school. Did you know that Indians are living proof that niggers fuck buffalo? I felt that Roger had kicked me in the face. That was the most racist thing I ‘d ever heard in my life† (64) He tried to protect himself when he hit Roger, and he didn’t understand why Roger didn’t try to hit him back. He was scared about the decision that he made. Arnold was the center of attention and this feeling made him uncomfortable, â€Å"They stared at me like I was Bigfoot or a UFO† (56). Most of the students rejected him, they called him names like â€Å"Chief† â€Å"Squaw Boy† â€Å"Tonto†Ã¢â‚¬ ¦ (64).It was the loneliest time of his life; â€Å" I just walked from class to class alone; I sat at launch alone; during PE I stood in the corner of the gym and played catch with myself† (83). He thought that he could make friends, but Reardan students didn’t want him in their school. He felt really lonely. As a result, Arnold was lost because everything in Reardan was different from the Rez; he knew that it would be hard for him to find his place in the racist school of Reardan. Although he had a lot of external problems with his new life style in Reardan, it was nothing compared to the internal conflict he suffered.Toward the end of the novel Junior was faced with an abundance of death among his family and friends. After the death of his grandmother, sister and his father’s best friend he was sad, and felt that all the bad things that happened to his friend and family were his fault. As a result he felt helpless and stupid: â€Å"I was mad at God† (171). â€Å"I was so depressed that I thought about dropping out of Reardan. I thought about going back to Wellpinit. I blamed myself for all of the death. I had cur sed my family.I had left the tribe, and had broken something inside all of us, and I was now being punished for that† (173). He carried the guilt of his sister’s death; â€Å"I had killed my sister. Well, I hadn’t killed her. But she only got married so quickly and left the Rez because I had left the Rez first. She had burned to death because I had decided that I wanted to spend my life with white people. It was all my fault† (211). He took on the burden of responsibility for the death of his sister; she was killed in an accident when she was drunk; what happened to her wasn’t Junior’s fault.As result, he was terrified of losing his father, â€Å"Please God, please don’t kill my daddy† (203). Then Junior got some guidance from his father and some words of encouragement from his mother, and Junior began to understand that he made the change in his life for the better. Junior wasn’t the reason her sister died, but he had in spired her to follow her dreams as well. The upshot of all this is that, Junior’s decision about leaving the Rez and moving to Reardan for a better education was tough.He faced lot of problems; he felt lonely because of losing his best friend, and afraid of death of his tribe and family.
